Brian Clozel	4afac17e58	Reject invalid forwarded requests in ForwardedHeaderFilter Prior to this commit, the `ForwardedHeaderFilter` and the forwarded header utils would throw `IllegalArgumentException` and `IllegalStateException` when request headers are invalid and cannot be parsed for Forwarded handling.
