Phillip Webb	5b126b01c0	Replace binder as contributors are processed Update `ConfigDataEnvironment` so that the bootstrap `Binder` is replaced as contributors are processed. The final `Binder` is now also added without the `FAIL_ON_BIND_TO_INACTIVE_SOURCE` option so that properties can be bound at the last stage even if values exist in an inactive profile-specific document.
