Moritz Halbritter	7ada32ca77	Make ConfigDataLocation.of non-nullable Update `ConfigDataLocation.of` to return an empty location rather than null. Filtering of empty elements now happens in `ConfigDataProperties` and `ConfigDataEnvironment` which allows us to simplify `ConfigDataLocationBindHandler`.
