A big step towards enabling strict mode in Typescript.
There was definitely a good share of potential bugs while refactoring
this. When in doubt, I opted to keep the potentially broken behaviour.
Notably, the `DOMEvent` type is gone, it was broken and we're better of
with type assertions on `e.target`.

* there is no bug of the "unique element id", but duplicate code, this
PR just merges the duplicate "element id" logic and move the function
from "fomaintic" to "dom"

1. Rewrite `dirauto.ts` to `observer.ts`.
* We have been using MutationObserver for long time, it's proven that it
is quite performant.
* Now we extend its ability to handle more "init" works.
2. Use `observeAddedElement` to init all non-custom "dropdown".
3. Use `data-global-click` to handle click events from dynamically
loaded elements.
* By this new approach, the old fragile selector-based
(`.comment-reaction-button`) mechanism is removed.
4. By the way, remove unused `.diff-box` selector, it was abused and
never really used.
A lot of FIXMEs in "repo-diff.ts" are completely fixed, newly loaded
contents could work as expected.

[strictFunctionTypes](https://www.typescriptlang.org/tsconfig/#strictFunctionTypes)
2. Introduce `DOMEvent` helper type which sets `e.target`. Surely not
totally correct with that `Partial` but seems to work.
3. Various type-related refactors, change objects in
`eventsource.sharedworker.ts` to `Map`.
Many files do not directly depend on jQuery now.
To clarify the usage: use `fomanticQuery` to operate Fomantic
components.
Then developers could focus on removing the remaining jQuery usages by
searching `import $` globally.

None of the frontend js/ts files was touched besides these two commands
(edit: no longer true, I touched one file in
61105d0618
because of a deprecation that was not showing before the rename).
`tsc` currently reports 778 errors, so I have disabled it in CI as
planned.
Everything appears to work fine.
- Switched to plain JavaScript
- Tested the commit graph and it works as before

We have to define this one in helpers.css because tailwind only
generates a single class but certain things rely on this being
double-class. Command ran:

* introduce Gitea's own `showElem` and related functions

* remove .hide class
* remove inline style=display:none
From now on:
do not use:
* "[hidden]" attribute: it's too weak, can not be applied to an element
with "display: flex"
* ".hidden" class: it has been polluted by Fomantic UI in many cases
* inline style="display: none": it's difficult to tweak
* jQuery's show/hide/toggle: it can not show/hide elements with
"display: xxx !important"

* showElem/hideElem/toggleElem functions in "utils/dom.js"

This PR adds `fullTextSearch: 'exact'` to most dropdown
invocations meaning that if there is a search box for the
dropdown it will automatically do a fullTextSearch looking
for the provided fragment instead of starting at the beginning
We should consider changing other places that use
`fullTextSearch: true` to `'exact'` because these will be using a
fuzzy-textual search that doesn't necessarily return the
expected results.

Rendering the git graph on the server means that we can properly track flows and switch from the Canvas implementation to a SVG implementation.
* This implementation provides a 16 limited color selection
* The uniqued color numbers are also provided
* And there is also a monochrome version
*In addition is a hover highlight that allows users to highlight commits on the same flow.

The current vendored gitgraph.js is no longer maintained and is
difficult to understand, fix and maintain.
This PR completely rewrites its logic - hopefully in a clearer fashion
and easier to maintain.
It also includes @silverwind's improvements of coloring the commit dots
and preventing the flash of incorrect content.
Further changes to contemplate in future will be abstracting out of the
flows to an object, storing the involved commit references on the flows
etc. However, this is probably a required step for this.

because the CSS was lazy-loaded the rules in arc-green did not win.
included the css file in the main bundle to fix. the black dots can not
be fixed via CSS because they are drawn in a `<canvas>` element
unfortunately.
* move semantic.dropdown.custom.js to webpack
Also disabled a annoying linter rule which insisted that imports can not
contain a file extension.

- moved gitgraph.js to web_src and made it importable and es6-compatible
- created new webpack chunk for gitgraph
- enabled CSS loader in webpack
- enabled async/await syntax via regenerator-runtime
- added script to ensure webpack chunks are loaded correctly
- disable terser's comment extraction to prevent .LICENCE files
gitgraph.js has many issues:
1. it is incompatible with ES6 because of strict-mode violations
1. it does not export anything
1. it's css has weird styles like for `body`
1. it is not available on npm
I fixed points 1-3 in our version so it's now loadable in webpack. We should eventually consider alternatives.
