A big step towards enabling strict mode in Typescript.
There was definitely a good share of potential bugs while refactoring
this. When in doubt, I opted to keep the potentially broken behaviour.
Notably, the `DOMEvent` type is gone, it was broken and we're better of
with type assertions on `e.target`.

Update and use their newly exported types. Tested, works.
The import path is a bit suboptimal, to be fixed once
https://github.com/github/text-expander-element/pull/75 is merged and
released.

None of the frontend js/ts files was touched besides these two commands
(edit: no longer true, I touched one file in
61105d0618
because of a deprecation that was not showing before the rename).
`tsc` currently reports 778 errors, so I have disabled it in CI as
planned.
Everything appears to work fine.
- Update all JS dependencies
- Enable stylint

To explain the `text-expander-element` change: Before this version, the
element added a unavoidable space after emoji completion. Now that
https://github.com/github/text-expander-element/pull/36 is in, we gain
control over this space and I opted to remove it for emoji completion
and retain it for `@` mentions.
