Merge multipart and query param values

DefaultMultipartHttpServletRequest always returned mulitpart parameter
values only rather than aggregating with query parameters, which
contradicts with Servlet spec, section 3.1, and is inconsistent with
StandardMultipartHttpServletRequest.

Issue: SPR-16590
